NOTICE

March 27, 2020 Board Hearing re Sue Ailsby’s Complaint against Greg Illchuk
Mr. Illchuk declined to attend his hearing, the board concluded from the evidence provided by Mr. Illchuk, witness statements provided on behalf of Mr. Illchuk and other affirmed witness statements, that his conduct was in breach of the PWDCC Code of Ethics, PWDCC Objectives, and Code of Ethics for Canadian Kennel Club members.

Sanctions:

  1. Mr. Illchuk will not be permitted to judge at any Water Trial sanctioned by the PWDCC going forward.
  2. Mr. Illchuk will not be permitted to participate in a Water Trial or any PWDCC club event.
  3. Mr. Illchuk will not be permitted to be on a Water Trial Host Committee for any Water Trial sanctioned by the PWDCC.
  4. Mr. Illchuk is suspended for the rest of his membership of the PWDCC (expiring April 1, 2020) and after that he will not be allowed to apply for membership for a period together totaling 6 months. This is the maximum suspension the PWDCC Board is allowed under the PWDCC By-laws.

In accordance with Article VI. of the Portuguese Water Dog Club of Canada By-Laws, on
March 16, 2020 a Hearing Committee of the PortugueseWater Dog Club of Canada and the

Board of Directors of the PWDCC found Kate Polkovsky to be responsible for the following
conduct deserving of sanction:

  1. Failing to act honestly and responsibly in her role as a PWDCC member, in a leadership role
    as a member of a PWDCCWater Trial Host Committee and as aWitness to an Aggression
    Report against a Mrs. Susan Ailsby and her dog Syn filed August 11, 2018. Specifically the
    PWDCC Board found that Ms. Polkovsky omitted material information in her affirmed
    Witness Statement in support of an Aggression Report.
  2. Providing information in her witness statement that constituted unfair bias against Mrs.
    Ailsby’s dog resulting from alleged prior incidents and comments about the dog being a risk
    or danger to others that were not relevant to the incident for which she provided the
    statement.

Sanctions:

Ms. Polkovsky may not participate as a member of anyWater Trial Committee
sanctioned by the PWDCC until 2023.

In accordance with Article VI. of the Portuguese Water Dog Club of Canada By-Laws, on
March 16, 2020 a Hearing Committee of the Portuguese Water Dog Club of Canada and the Board of Directors of the PWDCC found Robin Ilchuck to be responsible for the following conduct deserving of sanction:

  1.  Failing to act honestly and responsibly in her role as a PWDCC member, in a leadership role as a member of a PWDCC Water Trial Host Committee and as a Witness to an Aggression Report against a Mrs. Susan Ailsby and her dog Syn filed August 11, 2018. Specifically the PWDCC Board found that Ms. Illchuk provided false information and omitted material information in her affirmed Witness Statement in support of an Aggression Report.
    Further Ms. Illchuk included unsupported negative statements regarding a competitor’s dog in the above referenced Witness Statement provided to the PWDCC Water Trial Committee and Board of Directors.
  2. Engaging in conduct that brings dishonour and discredit to the PWDCC.
  3. Providing misleading information to the Hearing Committee.
  4. Found by the board to have failed to conduct herself in a manner that could reasonably be described as “good sportsmanship” as required by members of the Canadian Kennel Club in her role as a PWDCC member in a leadership role.

Sanctions:

  1. Ms. Ilchuck has been suspended as a member of the PWDCC for a period of no less than 6 months including the remainder of her current membership and a prohibition from membership for the remainder of 6 months. This is the maximum suspension allowed by the PWDCC bylaws.
  2. Ms. Ilchuck will not allowed to be on any PWDCC Water Trial Committee in the future.

All PWDCC members are representative of the club and our breed. Members are expected to
conduct themselves in a manner which brings respect to the club and to the breed by
displaying good sportsmanship at all events, civility, honesty and responsibility for their dogs
and themselves at all times.

Code of Ethics for Canadian Kennel Club Members (Excerpt)
In order to preserve and enhance each breed’s characteristics, The Canadian Kennel Club
supports and encourages participation in shows, trials and other events. All members,
whether they are exhibitors, handlers, judges or assistants will participate in such activities
with honesty, fairness and integrity, ever mindful of the practice of “good sportsmanship”

PWDCC Complaints Committee Report
re: Tara Cooper-Leith, NorthSky Kennels (reg’d) Portuguese Water Dogs
As of November 1, 2018 Tara Cooper-Leith, NorthSky Kennels (reg’d) Portuguese Water Dogs, has been suspended
from PWDCC membership for a period of six months as a result of a complaint, investigated and verified, regarding multiple violations of the PWDCC Code of Ethics.
